Bayshore Transformation: What Property Buyers Should Know

Away from the hustle of Singapore’s busy city centre, the Bayshore precinct is set to undergo a major transformation in the coming years. Spanning about 60 hectares between Upper East Coast Road and East Coast Parkway, this master planned area is expected to bring around 10,000 new homes along with two MRT stations to serve future residents.

For property buyers considering Vela Bay or other homes nearby, it helps to understand how the development will roll out over time. The full build-out is expected to stretch into the mid 2030s, so knowing the timeline and phases can help buyers set the right expectations for the area’s growth.

What Is Being Built

The precinct will comprise roughly 7,000 HDB flats and 3,000 private residential units, including an integrated development.

Designed top-down by Atkins, an international urban planning firm appointed by URA, this car-lite waterfront district will have extensive public transportation choices, green corridors, and a wealth of recreational opportunities with community infrastructure. 

Key elements include:

  • A 1km stretch along Bayshore Drive lined with shops, eateries, supermarkets, and healthcare facilities, anchored by four bus stops along a transit priority corridor.
  • Dedicated cycling and walking networks connecting to the Round Island Route and East Coast Park
  • A new SAFRA clubhouse
  • Courtyard-style housing clusters with ground-level childcare, groceries, and senior facilities
  • Green corridors and a linear park featuring heritage seawalls celebrating the pre-reclamation coastline.

The Two MRT Stations

Bayshore MRT (TE29):  Operational since 23 June 2024, this station sits directly adjacent to Vela Bay and serves the existing condo cluster, providing a direct connection to Marina Bay (~15 min), Orchard Road (~25 min), and Woodlands North.

Bedok South MRT (TE30):  Opening in 2026, this station will anchor the second major development site:  a 1,280-unit integrated development with approximately 22,300 sqm of retail and commercial space. 

Milestones Achieved

The plan is already set in motion, and several milestones have been achieved, like: 

June 2024:  Bayshore MRT opened, instantly changing the accessibility of the entire Bayshore corridor. 

October 2024:  HDB launched the first two Bayshore BTO projects: Bayshore Vista and Bayshore Palms, offering 1,444 flats (2-room Flexi to 4-room) classified under the Plus model, with an estimated completion in 4 years.

March 2025:  SingHaiyi Group won the first private residential GLS tender at $1,388 psf ppr ($658.9 million), the highest land price ever recorded for an OCR site. The site attracted 8 bids:  the most of any GLS tender in 2025. This will become Vela Bay (515 units), with an estimated launch in Q2 2026 and TOP around 2030.

Upcoming Developments

2026:  Bedok South MRT opens. The Bayshore Drive integrated development site (1,280 units above Bedok South MRT) is on the GLS Confirmed List for 1H 2026. Once tendered and developed, this will bring the precinct’s first major retail component.

2026-2028:  Additional BTO launches expected as HDB progressively releases land parcels across the 60-hectare site. The total of 7,000 HDB units will be built in phases.

Late 2030s:  Full precinct maturity, as HDB and private developments will be completed, the community spine, parks, and cycling networks will be operational. 

What This Means for Buyers

The HDB upgrader pipeline is significant. The 7,000 HDB units, classified as Plus flats with a 10-year MOP, will create a wave of potential private property upgraders from approximately 2034-2036 onward. These are families already invested in the Bayshore lifestyle who will form a natural demand pool for private condos in the precinct.

First-mover pricing dynamics apply. The GLS land cost of $1,388 psf ppr for Vela Bay sets the baseline. Historically, future private developments in new precincts launch at higher PSF.

Amenity gaps exist in the short term. Until the Bayshore Drive integrated development is completed, residents will need to travel to Bedok Mall (3.2km), Parkway Parade (5.4km), or the Siglap and Upper East Coast Road shophouses for major retail and dining.

The transformation is government-backed and funded. Unlike speculative private developments, Bayshore is a URA masterplanned precinct with committed government infrastructure spending on improvements like MRT stations, roads, parks, schools, and community facilities. Singapore’s track record on delivering planned precincts offers full confidence in execution, though timelines can shift.

The Bayshore precinct transformation represents one of the most significant upcoming changes along Singapore’s East Coast. With strong government planning, new MRT connectivity, and around 10,000 homes planned, the area is set to gradually evolve into a vibrant waterfront community over the next decade. 

While some amenities will take time to materialise, the long-term vision points to a well-connected, liveable neighbourhood with an excellent lifestyle appeal.
